About the Programme

The Graduate Policy Programme offers the opportunity to join Te Tāhuhu o te Mātauranga | Ministry of Education and complete an 18-month development programme designed to kick-start your career in policy.

As part of the programme, you'll gain valuable experience, develop practical policy skills and contribute to work that supports better outcomes for ākonga across Aotearoa.

Te Pou Kaupapahere | Policy provides high-quality education policy advice to support informed decisions by Ministers across early learning, schooling, international education, tertiary education, Māori medium education, te reo Māori, Pacific education and learning support.

Every year we recruit a new cohort of Graduate Policy Analysts who are passionate about education, enjoy researching complex issues and want to make a meaningful contribution to New Zealand's education system.

We offer a structured programme of training and development opportunities to fast-track your policy career, supported by a dedicated graduate programme team. Successful graduates have the opportunity to transition into a Policy Advisor role within the Ministry.

Based in Wellington, New Zealand's vibrant capital city, you'll be at the centre of policy development while enjoying everything the city has to offer.

Are You Eligible?

We encourage you to apply if you:

  • Are a New Zealand or Australian Citizen, New Zealand Permanent Resident, Resident Visa holder, or hold a valid Work Visa.

  • Have completed your studies within the last two years, or will complete them before January 2027.

  • Hold a degree-equivalent qualification.

  • Are available to commence full-time in January 2027.

  • Have a genuine interest in policy and making a difference through education.

  • Can work effectively in a fast-paced and evolving environment.

  • Have an understanding of Te Tiriti o Waitangi and the role it plays in supporting education outcomes for Māori.

Wellington Lifestyle

We welcome applications from candidates throughout Aotearoa who are willing to relocate to Wellington upon commencement of the programme.

Graduate Policy Analyst

Join Te Tāhuhu o te Mātauranga | Ministry of Education as a Graduate Policy Analyst and kick-start your career in policy.

This is a permanent Wellington-based role within Te Pou Kaupapahere | Policy. The first 18 months form part of a structured graduate development programme, including two nine-month rotations across different policy teams. This provides exposure to a wide range of policy kaupapa and education subject areas while building the skills and experience needed for a successful policy career.

Salary: Approximately $62,000 per annum
