Our Planning, Regulation & Environment Group plays a crucial role in protecting the wellbeing of the Waimakariri district — our people, our environment, and the places we value.

Within this group, the Environmental Services Unit leads the delivery of monitoring, compliance, and enforcement functions across the district. Our Compliance Team ensures activities align with the Resource Management Act (RMA), the District Plan, and related legislation, helping to maintain a safe, sustainable, and thriving Waimakariri.

We work closely with our communities, mana whenua, partner agencies, and internal teams to uphold standards, resolve issues, and support positive environmental outcomes.

About the role | Ko te mahi nei
As an RMA Compliance Officer, you’ll be responsible for delivering high‑quality monitoring, investigation, and enforcement functions under the Resource Management Act, the District Plan, and associated legislation.

This is a role where you’ll manage your own caseload, exercise sound judgement, and provide professional technical advice that supports consistent, lawful, and effective compliance outcomes.

Your work will include:
  • Investigating potential breaches of the RMA, District Plan, and resource consent conditions
  • Conducting audits, inspections, and monitoring activities
  • Preparing reports, documentation, and recommendations to support enforcement decisions
  • Providing advice to customers, staff, and stakeholders on compliance matters
  • Supporting Council readiness for RMA reform and successor legislation
  • Maintaining accurate, accessible records and reporting systems
  • Representing Council in hearings, mediations, joint investigations, or court processes
  • Collaborating with internal teams, consultants, technical experts, and partner agencies

You’re a confident, self‑motivated compliance professional with strong technical capability and a calm, solutions‑focused approach. You know how to navigate complex situations, communicate clearly, and build trust with a wide range of people.
You’ll bring:
  • A relevant tertiary qualification (Planning, Environmental Management, or similar)
  • 4–5 years’ experience in compliance, monitoring, enforcement, or related RMA work
  • Deep knowledge of RMA enforcement tools and compliance processes
  • Strong written and verbal communication skills, including report writing
  • The ability to interpret plans, legislation, bylaws, and technical information
  • Conflict resolution skills and confidence working in challenging situations
  • Strong organisational and time‑management skills
  • The ability to work independently and collaboratively
  • A good level of fitness for site visits and outdoor inspections
