Job Description
- Workforce and Capability Lead
- Hourly contract or Fixed term 6-8 months
- Auckland CBD
This is a contract role established to design, implement, and embed a sustainable workforce planning and capability management function within Technology Services.
The role will create the frameworks, processes, governance, tools, and reporting required to provide leadership with a trusted view of workforce capacity, capability, demand, and sourcing needs.
Rather than operating an established function, the successful candidate will stand up the capability, define how workforce planning is performed across Technology Services, and leave behind a repeatable and scalable operating model that can be transitioned into business-as-usual operations.
Key Deliverables
The successful candidate will be responsible for:
- Designing and implementing a workforce planning framework that aligns workforce decisions with portfolio priorities, investment planning, and delivery objectives.
- Establishing a consistent methodology for workforce demand forecasting, capacity planning, utilisation reporting, and capability assessment.
- Developing a comprehensive view of the current Technology Services workforce, including roles, skills, capability profiles, capacity, utilisation, and workforce composition.
- Creating workforce dashboards, reporting, metrics, and decision-support artefacts that provide leaders with actionable workforce insights.
- Establishing processes to identify workforce and capability gaps and providing clear pathways for mitigation and workforce interventions.
- Designing and embedding workforce governance practices that integrate with portfolio planning, budgeting, hiring, contractor engagement, and delivery planning rhythms.
- Developing a strategic approach for workforce sourcing, including guidance on internal capability development, recruitment, contractor utilisation, and partner engagement.
- Defining and implementing a "make, buy, or partner" framework to support future workforce decisions and technology delivery requirements.
- Building workforce planning capability within leaders and managers through the introduction of clear processes, tools, templates, and ways of working.
- Partnering with HR, Finance, Procurement, Portfolio and Delivery leaders to ensure workforce planning becomes an integrated part of organisational decision-making.
- Identifying opportunities to streamline workforce planning activities and improve the speed, quality, and consistency of workforce insights available to senior leaders.
Success Measures
At the completion of the assignment, Technology Services will have:
- An established workforce planning and capability management framework.
- A trusted baseline of workforce capacity, capability, skills, and utilisation.
- Forecasting models that provide visibility of future workforce demand and capability requirements.
- A repeatable governance process that supports workforce investment and sourcing decisions.
- Clear workforce risk and capability gap reporting.
- An embedded operating model that can be sustainably managed by the permanent team.
Ideal Candidate
We are seeking a strategic practitioner who has successfully built or transformed workforce planning, resource management, or capability functions in complex organisations. The ideal candidate will combine workforce strategy expertise with strong delivery capability and experience implementing practical frameworks, governance models, and operating processes that drive better workforce decision-making.
