Contract Payroll Manager

The Manager Payroll leads an established team of payroll specialists to deliver a high-volume payroll service to a large and diverse organisation which is undergoing considerable change, both in structural design and in technical capability. The current system will need substantial changes to be fit for purpose for the new organisation. The Manager must be comfortable in this environment and be prepared to develop and lead innovative changes to the payroll system and processes, as well as working collaboratively with project teams engaged to deliver on other payroll-related improvements.
The payroll is complex and covers multiple collective employment agreements including 24/7 rosters. A few IT systems provide the infrastructure to deliver payroll services and the Manager must be flexible and resilient to manage a range of competing demands.
Key Responsibilities
Leadership:
Lead the payroll team in a manner that is customer focused, proactive and consistent with the organisation’s values.
Manage, mentor and support team members to ensure that they have appropriate knowledge, skills and resources which will enable them to take ownership and build pride in their work.
Develop an operating environment for the payroll team which builds specialist knowledge and enables cross training and peer support.
Management of Payroll Services:
Ensure effective systems and processes are in place to deliver a high quality, accurate payroll and reimbursement service for all personnel engaged by the organisation, in both paid and volunteer capacities.
In consultation with Senior Leadership Team and other stakeholders, develop a programme of change to update and future-proof the payroll service over time.
Develop a risk management plan for payroll services addressing key risk areas like legislative compliance, business continuity, overpayments etc.
Lead the payroll process for implementation of collective employment agreement settlements, remuneration reviews and other non-standard changes.
System improvements:
Identify opportunities for enhanced processes which deliver faster and more efficient payroll services like electronic workflow, automation, and document management.
Proactively take part in legislative compliance and other system improvement projects by contributing expert payroll knowledge and resourcing agreed solutions.
About you:
You have extensive experience in successfully running a large complex payroll, with a sound working knowledge of modern payroll systems and practices. Experience with PSE would be an advantage.
You have substantial people management experience, with demonstrated ability to motivate and lead a team with respect.
Well-developed stakeholder engagement and management experience
Ability to manage and deal with multiple competing demands in a fast-moving environment.
Strong problem-solving, troubleshooting and analysis skills.
An in-depth understanding of NZ payroll legislative requirements, and the ability to apply it to payroll practices.
Proven experience to meet deliverables in a deadline driven environment.
Happy to be in the office Wednesday, Thursday Friday when doing Payroll runs.
