Beyond Recruitment is supporting the Ministry of Education in finding a Principal Procurement Specialist to join their Education Services team for a fixed-term contract until June 2023.

As Principal Procurement Specialist you will provide specialist procurement insight, mentoring and support for Group Managers and teams, including working collaboratively to perform needs analysis, develop of strategies, establish procurement plans and manage high quality procurement processes that deliver tangible value to each Group and the wider Ministry.

You will be responsible for creating energy and enthusiasm within the customer, communicating and delivery of the ‘end to end’ procurement life cycle, as well as identifying and implementing areas of improvement through the procurement of products and services that support the Ministry, the Education Sector and Schools.

Key responsibilities will include:

  • Developing strong relationships with relevant stakeholders to help understand service requirements and refine specifications to form tender documents, and help deliver value for money outcomes
  • Advising on policy and procedures covering the selection of suppliers, tendering and the end-to-end procurement life cycle
  • Managing multiple tender, evaluation and acquisition process with expert assistance as required including highly complex, multi-facetted and business critical purchases
  • Developing and implementing contract and supplier performance plans which align with business and market strategies
  • Working with the Procurement Performance team to develop and implement guidelines and tools that reflect the needs of the Ministry and their specific stakeholder groups

You will bring to this role:

  • Substantial procurement experience and a strong understanding of each stage of the procurement process
  • Experience or an understanding of public sector procurement
  • Experience working with Māori and Pasifika stakeholders and organisations is desirable
  • Well-developed commercial/contract negotiation experience including experience in managing high value and or politically sensitive negotiations
  • The ability to work well in both a team environment and autonomously
  • Advanced analytical, statistical and numerical skills with strong attention to detail and ability to diagnose root causes of problems
