Opportunity for 3 roles in the Demand Management & Revenue Team and the Investment Team in central government - Transport sector.

About the Investment Team

The Investment team works across the sector to influence how funding is invested to ensure the transport system provides for highly liveable places and thriving regions. This includes leading the Crown Budget process for the transport sector and supporting the Government to develop, signal and deliver its investment intentions across the nation through the development of the Government Policy Statement (GPS) on land transport. We advise Ministers on some of New Zealand’s largest infrastructure investments, a lot of our current work for example is on the $16.3bn Auckland Transport Alignment Programme (ATAP).
You will broaden your policy experience and play a significant role in cross-agency priority initiatives. Alongside the policy development, we have an equal interest in implementation and delivery, whether that be ensuring the projects/programmes we are responsible for are being properly implemented or in the case of the GPS and ATAP, the outcomes being sought are delivered. You will be comfortable developing new internal and external relationships as many of our projects require collaboration, consultation and engagement.

The team have a work programme with various opportunities including:

  • Working on the Auckland Transport Alignment Project (ATAP) which guides the long-term investment direction of the Auckland transport system
  • The development, monitoring and evaluation of the Government Policy Statement on land transport
  • Understanding and assessing major transport projects and programmes such as ATAP and ensuring the associated outcomes support thriving    cities and regions
  • Helping shape the strategy of investment in our cities
  • Providing leadership across the transport sector Budget bids.

Being part of the Investment team also means being able to provide and/or develop skills and capability around project/ programme and policy assessment – for example an understanding of concepts such as cost benefit analysis would be useful. You will get the opportunity to provide policy leadership, undertake complex analysis and develop innovative and practical policy solutions – with an eye on real world application such as programmes like ATAP.

About the Demand Management & Revenue Team

The Demand Management and Revenue policy team is responsible for advising the government on why and how it should influence transport choices (how, when, and where people travel and freight is transported) and on the funding and financing tools for land transport, including road user charges, fuel taxes, and tolling. This includes considering the role of pricing tools in achieving transport and wider government outcomes such as reducing congestion and carbon emissions. It also includes ensuring that current revenue and funding tools are fit for purpose and considering how revenue and funding tools will need to operate in the future.

In this role you will have the opportunity to:

  • Investigate the role of pricing in influencing travel choices, and specifically congestion pricing for Auckland
  • Provide strategic direction on travel demand management
  • Develop guidance on funding tools
  • Consider how we should fund transport in the future
  • Bring an Auckland lens to national policy advice, and provide a transport lens to cross-agency working as a Senior Adviser

As a Senior Adviser, you’ll lead projects that have a real impact on the lives of New Zealanders and speak to your work at Ministers’ meetings and Select Committees.

You will join us from a background where you’ve gained solid experience in leading and steering projects, problem-solving complex policy issues, and assessing options. You’ll be someone who can take all the information on an issue, analyse its facets, and decide on a direction. You should be comfortable working in a numeric environment and ideally have had some knowledge/exposure to assessment techniques such as cost-benefit analysis.

You will be confident managing programmes of work to ensure efficient, targeted policy analysis and advice is provided to support the delivery of organisation and government goals. You are comfortable working independently. While you will be part of the Auckland Policy Office, many of your connections will be with Wellington-based staff and teams, meaning you find ways to engage and maintain contact with colleagues while largely being in a different physical location.
