Are you a procurement systems and process expert who thrives on building capability, uplifting organisational maturity, and driving meaningful change? This is a senior opportunity within a large, complex public‑sector environment where you'll lead the design and delivery of procurement operations, systems, and best‑practice frameworks.

As the Procurement Operations & Capability Lead, you will own the end‑to‑end procurement and P2P processes—ensuring they are simple, compliant, well‑understood, and consistently applied. You’ll shape how procurement is practiced across the organisation, from systems configuration and process improvement to capability building, probity, supplier risk, and compliance.

This role reports to the Head of Procurement and leads one direct report (Procurement Analyst).

Key Responsibilities

  • Lead the design, implementation, and continuous improvement of procurement and P2P processes

  • Implement procurement maturity uplift actions and ensure new ways of working are embedded

  • Configure and optimise procurement and contract management systems

  • Roll out fit‑for‑purpose templates, forms, guidance, and digital procurement pathways

  • Deliver training, coaching, and capability uplift across the organisation

  • Partner with Finance, Digital, and Procurement teams to ensure smooth system operations

  • Ensure probity, supplier risk management, and public‑sector procurement compliance

  • Drive adoption of procurement frameworks and change‑management programmes

  • Support maturity assessments and the delivery of a key 32‑action improvement plan

About You

You’re a senior procurement operations, systems, or capability leader who brings both strategic insight and hands‑on delivery strength. You enjoy simplifying processes, improving user experience, and embedding meaningful change.

Qualifications & Experience

  • 10+ years in large, complex organisational environments

  • 5–7 years managing e‑procurement, contract management, or workflow systems

  • 3+ years leading major change‑management initiatives

  • Proven record of implementing and embedding process improvement programmes

  • Experience turning action plans into operating practice

  • Bachelor’s degree (business, commerce, supply chain, public admin, or similar)

  • Accredited change‑management qualification (Prosci, ADKAR or equivalent)

  • Strong stakeholder engagement & communication capability

  • Understanding of Government Procurement Rules/public‑sector procurement (preferred)
