About the Role
As Treasury and Insurance Lead, you’ll be responsible for ensuring the organisation is ready for cash management, borrowing, and insurable risk coverage. You’ll lead the development of treasury systems, coordinate debt transfer arrangements, and establish the insurance programme. This is a hands-on, strategic role with significant stakeholder engagement across councils, lenders, advisors, and brokers.
Key Responsibilities
- Develop and execute the treasury establishment plan, including banking and funding frameworks
- Coordinate debt transfer with councils, LGFA, commercial lenders, and external advisors
- Negotiate borrowing terms and arrangements with LGFA and other lenders
- Manage broker relationships and establish the organisation’s insurance programme
- Ensure Day 1 readiness for cash management and risk coverage
- Lay the foundation for long-term financial resilience
What You’ll Bring
- Senior experience in treasury, finance, or risk within a local authority, CCO, or infrastructure organisation
- Strong understanding of debt markets, LGFA frameworks, and public sector risk management
- Proven ability to establish or operate treasury and insurance functions from inception
- Excellent stakeholder engagement and negotiation skills
- A pragmatic, delivery-focused mindset with the ability to navigate complexity
