One of the significant milestones of this transformation is the formation of six new industry led Workforce Development Councils.

They will enable industry to have a greater leadership role in vocational education.

WDCs form an important part of the new unified vocational education system by ensuring industry has a stronger voice in making Aotearoa’s workforce fit for today, and for the future.

The WDC will take a lead in ensuring learners develop the skills they need to be ready for the world of work.

The reforms are an opportunity to set up a new system that prioritises Māori succeeding as Māori and works with iwi and Māori to shift to more culturally responsive teaching and learning, where learners know they are valued. It is also a chance to make sure there is a much stronger voice for Māori businesses and iwi development.

The Worforce Development Lead is responsible for defining sector issues via in-depth investigation and gathering of technical and non-technical information. Once the issue is clearly defined, detailed requirements for a solution and ensure the delivered solution meets the sector and WDC business requirements.

This includes working closely with the strategy and insights team to;

  • understanding the skill and workforce research data and intelligence needs of the WDC
  • identifying gaps and information required to inform WDC function delivery
  • developing plans to inform WDC function delivery
  • identifying opportunities for the WDC
  • gathering information using a range of methods, including quantitative and qualitative approaches
  • writing reports and recommendations

Key Accountabilities:

  • Gathering, validating and documenting business requirements
  • Analysing commercial data such as budgets, sales results and forecasts
  • Modelling business processes and identifying opportunities for process improvements
  • Identifying issues, risks and benefits of existing and proposed solutions and outlining business impacts
  • Creating functional specifications for solutions
  • Estimating costs and identifying business savings
  • Simplifying information and deciphering technical jargon so it is easily understood by the whole team
  • Supporting business transition and helping to establish change

Skills:

  • Excellent written and verbal communication skills, with experience in writing briefing notes and research papers
  • Experience working on complex and time critical projects
  • An ability to grasp key concepts on new topics quickly
  • Ability to develop and maintain strong connections with industry and key stakeholders
  • Strong policy development skills with a demonstrated ability to research, analyse and prepare accurate advice on complex issues
  • Understanding of the needs of employer, industry, learners and communities (via direct and indirect contact)
  • Ability to verbally express thoughts, information and ideas in a clear concise way

Experience:

  • Experience as a Workforce Business Analyst or Workforce Development Lead
  • Proven experience to quickly adapt to changing circumstances, strong research and analytical skills and focus on quality of work
  • Proven experience in research and reporting
  • Experience in workforce planning or supply and demand

You will maintain key relationships with the WDCs, Education providers ,especially Schools at senior level.
