The Senior Business Partner supports the performance of the IDA function, by improving the quality of
management decisions and ensuring that the IDA strategy is delivered in a fiscally sustainable way and within an
acceptable level of risk. Being a trusted adviser to the IDA function, this role owns the relationship between the IDA
function and Finance. The role accountabilities include:
- Presence - comfortable dealing with senior Execs and an ability to influence at leadership and governance tables
- Infrastructure experience - strong experience looking after large & complex infrastructure (Digital and Property) portfolios, including the oversight of both operating and capital budgets
- Investment propositions - strong experience writing, supporting and reviewing investment propositions / business cases and a strong understanding of investment management frameworks
- Curious - genuine desire to understand, ability to look at things from different angles and has an eye and desire to improve practice
- To be embedded and invested within the IDA function, responsible for the effective delivery of reporting, insights, influence, and impact to help the IDA function succeed.
- Assist the IDA function to effectively and appropriately manage their OPEX and CAPEX budget, providing advice and guidance around financial strategy, including cost saving opportunities, and early and proactive action of any off plan trajectories.
- Develop and use innovative financial and non-financial solutions to maximise investment return and budget allocation across the Department
- Participate in strategy development and planning and provide financial leadership and advice on long-term financial planning.
- Support the IDA function in the interpretation of Departmental planning, budgeting and reporting requirements and schedules.
- Champion innovation that adds value to the finance and planning processes and enables new approaches to be considered in the future.
- While responsible for supporting the IDA function with in-year capital planning requirements, also supporting the Strategic Finance function with the development and monitoring of the multi-year capital planning.
- Work with Strategic Finance colleagues, to ensure effective integrated planning processes and financial input to develop and deliver a robust business plan and financial strategy that meets business needs in the short, medium and long term.
Knowledge, Skills and Experience
- Experience supporting large and complex Digital and Infrastructure programmes and budgets
- Minimum of 15 years of relevant Finance and business partnering experience in a commercial or public sector organisation.
- Able to demonstrate strong commercial acumen
- Experience holding senior stakeholder relationships
- Experience supporting investment cases and investment decisions
- Experience contributing to governance tables
